Can these be applied to rough sawn wood outside.

Thanks for your question, probably best to test this before ordering in any quantity, I'd say the general line is that the timber would need to be 'sealed' painted etc, as rough sawn will asbsorb water and get to the adhesive from the back. Some silicone around the edges would assist.

Would they adhere to a concrete fence post - fairly smooth finish.

Not recommended if this is for external use.
